Is the volume in Virtual DJ INCREASING and lowering on its own?

you're hitting the limiter because your tracks are far too hot.

digital tracks don't distort like analogue, when you hit 0dBFS that's a hard limit and the levels have to drop, when you drop out of the limiter that attenuation will be removed so you get a volume pumping effect.

unless you mean sliders are moving on their own and that indicates fader bleed, the fix there is compressed air or some cases a fader replace or rarer cases a floating earth and that requires a controller repair.
 

Ok, I would monitor where in a song such ups and downs are happening.
 

too hot then, if you need more volume you need to turn the gain down and a bigger amp.
If you treasure your rig never use it to 100% - or you'll be replacing the mosfets you cooked.
Source: been there done that, rig repair isn't cheap.
Secondary; that "volume pumping"/limiterAction saved your amps from being cooked.
